The following may avail of the services of the University Library:

• University officials

• Faculty members and employees

• Bona fide UEP students of all campuses

• Non-members of the university may be allowed to use the library subject to its rules and regulations. Researchers must present a referral letter from their school/ college/university librarian to the UEP Librarian and must pay thirty pesos (P30.00) per person each visit. Researchers from other institutions having MOA with the university library for mutual inter-library loan/use are exempted from this fee.

 

Classification of Books

The library resources may be classified according to information needs as follows:

• General reference books

Encyclopedias, dictionaries, gazetteer, directories, yearbooks and almanacs and other materials are designed for quick consultation for specific information rather than for continue reading. These books may be used only in the room and may not be taken out for home use. With permission, they may be borrowed for a maximum of 15 minutes for photocopying.

• Circulation books

These books maybe taken out of home reading or outside of the library premises. The loan period is generally over noon and overnight only.

• Reserve Books

The reserve book collection recommended by faculty members as required for courses. These materials may be borrowed one at a time for a two – hour period within the reading room or for over noon and overnight only.

Consecutive overnight issues of the same book to the same student shall not be allowed if only one copy of the book is available.

Staff of the University may borrow reserve for photocopying for 15 minutes only.

• Periodical and Vertical File collections are for room use only. With  permission, they maybe taken out for a maximum of 15 minutes for photocopying.

• Thesis and dissertation are for room use only. Photocopying is strictly  prohibited.

 

Services Offered

• Referral to other Institutions

When materials are not adequate or available in the library, students who need to consult other information centers may request the College Librarian for the issuance of referral letter to the University or College Librarian of the choice.

Graduate students (e.g. thesis/dissertation writers) who are not enrolled during the summer/current semester but are in need of materials not found in the library are referred to other libraries. They have to present their ID and           endorsement from their adviser/dean.

• Library Tour/Orientation

One of the basic library services is the orientation program intended for college freshmen. It usually starts at the beginning of the school year in coordination, with the English department. The objective of the program is to welcome the freshmen and to introduce to them the available reference sources, facilities and services that the library offers. Library policies are also explained clearly.

• Reference and Information Service

Provides answer to simple queries and direct users to the proper location of library materials for a given inquiry.

 

Fines and Penalties

Library materials returned late are subject to overdue fines and penalties.

• First offense – confiscation of ID and suspension of library privileges for one week.

• Second offense – two weeks suspension of library privileges and confiscation of ID. A library fine of ten pesos (P 10.00) for the first day and additional fine for the succeeding day will be P5.00.

• Third offense – three weeks suspension of library privileges and  confiscation of ID plus a library fine of P10.00 pesos and additional fine for the succeeding day will be P5.00.

• Collection of fines is done by the cashier office.

• Lost books while on loan must be reported immediately. A fine shall be computed from the day it was overdue up to the day when the obligation is settled.

• A lost must be replaced by the same or later edition of the same book. If replacement is not possible, the borrower shall pay the corresponding cost of the book plus 15% surcharge.

 

Student Conduct

Proper conduct is expected of all library users at all times. Unnecessary noise, smoking, eating, sleeping and defacing library furniture and equipment in the library premises is strictly prohibited. Any library staff on duty has the authority to eject anyone causing disturbance inside or better yet report the   student to the Dean, Student Affairs or his/her College Dean.

Library users are required to deposit their bags, briefcases, envelopes and packages at the baggage counter upon entering the library. It should be claimed immediately when leaving the library. Valuables (cash, jewelry, cell phones, etc.) should not be deposited at the counter. The library is not responsible for any loss or damages.

Cell phones should be switched off upon entering the library. Seats are not to be reserved and disarranged. Anything left on the reading tables for this purpose shall be removed by the library staff to make for other clientele.

Student services shall cease 15 minutes before the indicated closing time to enable the staff members to put the library in order for the next day’s work.

Violations of the rules of conduct shall be reported to the Office of Student Affairs for proper disposition and recording. Closed circuit television (CCTV) cameras are installed to monitor library users.
