PhilRice & UEP collaborate for rice R&D in Samar Island

The Philippine Rice Research Institute (PhilRice) and the University of Eastern Philippines (UEP) are into a partnership in promoting rice research and development (R&D) in the whole island of Samar. The partners are presently conducting a seminar-workshop, February 24-25, 2014 at the UEP Kapihan attended by no less than the Executive Director of Philrice, Dr. Eufemio T. Rasco who presented the rationale and objectives of the two-day activity.

Participants

Participants, a total of 70, are from PhilRice, the Department of Agriculture (DA) Regional Field Office, the Provincial Agriculture Office, local governments of Catubig, Las Navas, Laoang, Pambujan, Mondragon, and Catarman; representatives of non-government organizations; private farmer-practitioners and entrepreneurs; and UEP faculty, researchers and extension workers.

 

Field Visit

On the morning of February 24, 2014, before the formal start of the seminar-workshop, the guests and visitors from Philrice and other offices conducted an ocular visit of the rice production area at the Otherside, the Cevallos Farm, named after the first Filipino administrator of the institution when UEP was still a farm school.

The PhilRice officials were able to see the physical structure of the UEP rice production area, which will be the center for rice research in the island of Samar.

Paper Presentations

The seminar-workshop discusses 12 research-based papers designed to contribute to the UEP-PhilRice R&D agenda.

The paper presenters on the first day were: Dr. Pio P. Tuan, Director of the UEP R&D Services (Rice-Based Farming Systems in Northern Samar); Dr. Norman T. Diaz, Chairman, NSDWCC, Inc. (Comparative Study on “Payatak” (Stumping) & Conventional Plowing in Northern Samar); Dr. Edwin R. Celestino, farmer-educator (Organization & Enterprise Needs Assessment & Design Assessment of Rice Production in Samar Island), who also presented the paper of Dr. Jaime F. Sanico, UEP Director for Extension Services who was on official travel (Revisiting the On-Farm Development Model: The AusAID-NSIRDP Experience); Prof. Leah C. Tuan, CAFNR faculty (Insect Pest Management Practices in Northern Samar); Mr. Angelito I. Llano, Project Manager, SEEDNet (UEP Corporate Rice Project: Farm Productivity and Income); and Engr. Abad Conge, Agri-entrepreneur (UEP Small Farm Tools Fabrication & Status of Rice Milling in Northern Samar).

Second day presenters are: Dr. Efren A. Galo, CAFNR faculty (Nutrient Status, N Dynamics, & Biological Properties of Paddy Soils Under Traditional ‘Payatak’ Rice Cropping Systems in the Catubig Valley, Philippines); Dr. Benjamin D. Varela, UEP Director for Instruction (Adoption & Utilization of Farm Equipment); Dr. Leovegildo B. mante, Jr., Palayamanan Project Coordinator (Palayamanan: The UEP Experience); Mr. Eric E. Lopez, EVPRD, Inc. (HCAAP Agricultural Support Services: the NGO Experience on Rice Production in Catubig Valley); Ms. Belen G. De Pedro, RIARC Superintendent (Situationer of Rice Production in Samar & Leyte); and Dr. Rolando T. Cruz of PhilRice (PhilRice R&D Program).

Workshop Planning

After the paper presentations, on the second day, the workshop in the afternoon intends to plan out the rice research and development agenda taking into consideration the problems and concerns identified during the plenary sessions and identifying the roles and participation of identified stakeholders (implementing agencies, government and non-government organizations, private entrepreneurs, microfinance, farmers’ organizations, etc.).

The planned interventions are designed and expected to increase rice production and farmer productivity in Samar Island and particularly in the province of Northern Samar, where the Catubig Valley is envisioned as the rice granary of the third largest island in the Philippine archipelago.

Ms. Salvie S. Magtanao, editor-in-chief of the RDEx Newsletter of the UEP research office served as emcee and moderator; while the personnel from the UEP Research Office acted as the Secretariat and assisted in the overall conduct of the two-day activity.#

 

Initial Talks for a UEP-PhilRice MOA

As disclosed by Dr. Pio P. Tuan to UEPDATES, after the workshop and the formal closing of the two-day activity, PhilRice and UEP officials will sit to discuss initially the talking points from which a formal memorandum of understanding will be agreed upon by the two parties. The MOA (memorandum of agreement) is envisioned to strengthen the partnership of PhilRice and UEP towards rice R&D in Samar Island.#

 

 

PhilRice donates books & ICT materials. UEP President Atty Mar P. De Asis receives the books from Dr. Eufemio T. Rasco, PhilRice Executive Director, in a ceremonial turn-over of books and ICT materials donated by PhilRice to UEP on Feb. 24, 2014, during the opening program of the 2-day seminar workshop on rice R&D at Kapihan. Dr. Rasco is optimistic that the materials donated by PhilRice will contribute to the increasing interest on rice research in UEP. President De Asis expressed gratitude to PhilRice for the gesture and, in his welcome remarks, manifested his enthusiasm in partnering with PhilRice in developing rice production and productivity in Samar Island.
