Tertiary Education Subsidy (TES)
Republic Act No. 10931, known as the “Universal Access to Quality Tertiary Education Act of 2017”, particularly Section 22 provides that to support the cost of tertiary education or any portion thereof, a Tertiary Education Subsidy (TES) program is established for all Filipino students who shall enroll in the following:
1. for Higher Education: first undergraduate post-secondary programs offered in SUCs, LUCs, and private HEIs, subject to prioritization and availability of funds; and
for Technical-Vocational Education and Training: post-secondary TVET programs registered under TESDA and offered in all TESDA-recognized TVIs, subject to prioritization and availability of funds. Provided, that they qualify under the existing admission and retention requirements of the SUCs, LUCs, and private HEIs; or in the case of students enrolled in TVET programs, they undertake and/or qualify under the screening/assessment procedure, trade test, or skills competency evaluation of TVIs; or under any other future qualification policies that the UniFAST Board may mandate; provided further, that the programs enrolled in by the students are included in the Registry; provided finally that the SUCs, LUCs, private HEIs, and TVIs offering the programs enrolled in are in the Registry.
Section 23 of the same Act states that the TES may, among others, support the cost of tertiary education or any portion thereof to cover the following:
1. tuition and other school fees in private HEIs, and in private or LGU-operated TVIs, which shall be equivalent to the tuition and other school fees of the nearest SUC or State-run TVI in their respective area;
2. allowance for books, supplies, transportation, and miscellaneous personal expenses, including a reasonable allowance for the documented rental or purchase of personal computer or laptop, and other education-related expenses;
3. allowance for room and board costs incurred by the student;
4. for a student with disability, allowance for expenses related to the student’s disability, including special services, personal assistance, transportation, equipment, and supplies that are reasonably incurred; and
5. for a student in a program requiring professional license or certification, the one-time cost of obtaining the first professional credentials or qualifications, which may include the following application fees: notarial fees, review classes fees, insurance premium fees, and documentation fees.
Section 24 of the Act further states that the amount of subsidy shall be based on the guidelines set forth by the UniFAST Board and on the annual budgetary appropriation for this purpose.
CHED-Department of National Defense (DND) Scholarships
• Qualifications: Financially incapable students
• Privilege: Free tuition fees; free tuition fees and miscellaneous fees not exceeding P2500 a semester if enrolled in a CHED priority course
• Requirements: Filled in application form, endorsement letter coming from the AFP Educational Benefit System Office
Department of Agriculture Agricultural Competitiveness Enhancement Fund ACEF) Scholarship Program
• Qualifications:
1. Filipino citizen
2. Graduating high school students; High school graduates; with earned units in college; or passer of Alternative Learning System/Philippine Educational Placement Test (ALS/PEPT)
3. Will enroll or currently enrolled in recognized programs in agriculture, forestry, fisheries, veterinary medicine education and related agricultural education programs offered by duly authorized higher education institutions (HEIs)
4. Combined annual gross income of parents/guardians not to exceed three hundred thousand pesos (P300,000.00). In exceptional cases, where income exceeds P300,000.00, the ACEF Executive Committee shall determine the merits of the application. Said exceptional cases include but are not limited to the following: (1) applicant whose siblings are four (4) or more; (2) applicant whose Overseas Filipino Workers (OFWs) parents/guardians face employment problems, termination or deportation (3) other similar cases as mentioned above. Proof of income may be any one of the following: (1) latest Income Tax Return (ITR) of parents/guardians if employed (2) Certification of Tax Exemption from the Bureau of Internal Revenue (3) Certificate of No Income from BIR (4) Certificate of Indigency from their Barangay (5) Certificate/Case Study from the Department of Social Welfare and Development (6) For children of Overseas Filipino Workers and seafarers, a latest copy of contract or proof of income may be considered.
5. Avail only one government funded financial assistance program.

A monetary grant shall be given to the graduates with the following distinction:
Bureau of Fisheries and Aquatic Resources (BFAR) Fisherfolk Children Educational Grant
• Qualifications: Financially incapable students who are children of small scale fisherfolks and to enroll in Bachelor of Science in Fisheries
• Privilege: Free tuition and other school fees; monthly stipend of P3000, semestral book allowance of P2000, including summer, thesis support of P7000 and graduation support of P1500
• Requirements:
1. must enroll the regular load for the term
2. maintain a general weighted average of not lower than 2.75 per semester
3. no failing grade
4. only one (1) subject dropped in the whole duration of the course provided that the subject is enrolled in the succeeding semester or summer term on top of the regular load
5. upon obtaining the degree, rendering a service of two (2) years in any government firm or institution
Department of Science and Technology (DOST) Scholarship Program
1. RA 10612—for prospective graduates who shall teach science and mathematics in the secondary school in the country
2. RA 7687—for poor, talented and deserving students who belong to families whose socio-economic condition do not exceed the set values of certain indicators
3. Merit—for students with high aptitude in science and mathematics and are willing to pursue career in the fields of science and technology

1. incoming regular 3rd year student in an identified priority course in Science and Technology
2. a general weighted average of at least 83% or its equivalent in the first and second years of college
3. resident of the municipality for the last four (4) years
4. Qualifier of the Junior Level Science Scholarship Examination

3. Combined annual gross income of parents/guardians not to exceed three hundred thousand pesos (P300,000.00). In exceptional cases, where income exceeds P300,000.00, the StuFAPs Committee shall determine the merits of the application.
• Financial Benefits: A maximum of twelve thousand pesos (P12,000) grant per academic year
• Academic Requirements:
1. For incoming freshmen students eligible for college—high school report card
2. For applicants with earned units in higher education—duly certified copy of grades for the latest semester/term attended
3. For ALS/PEPT graduates—duly certified copy of ALS Accreditation and equivalency Test Passer Certificate or PEPT Certificate of Advancing to the Next Level

7. must not avail of any government funded financial assistance except free tuition fee
Student Assistantship Program
As provided for in the National Compensation Circular No. 64 (1990), student assistants may be hired to render emergency or temporary services to provide practicum training for students, to provide extra income for students, and to emphasize dignity in labor

Accident Insurance
Students pay a premium for student accident insurance. Claims for insurance are taken cared of by the Office of Student Affairs. For claims, the claimant should submit the following requirements:
Accident Medical Reimbursement Claim
1. Original copy of the police/investigation report or original copy of the incident report or affidavit of accident (in the absence of a police report)
2. Medical certificate of attending physician
3. Hospital statement of account
4. Official receipts of hospital bill and professional fees
5. Official receipts for medicine purchases with supporting physician’s prescription, X-ray fee and result, etc.

Death Claim
1. Original copy of the police/investigation report or original copy of the incident report or affidavit of accident (in the absence of a police report)

Student Loan Program (SLP) for Tertiary Education
Section 29 of the Universal Access to Quality Tertiary Education Act establishes a student loan program for tertiary education to support further the cost of tertiary education or any part or portion thereof. Student loan beneficiaries shall enroll only in programs that are listed in the Registry, provided, that these programs are offered in the University. In the case of institutions offering short-term loans, grantees should also pass the due diligence criteria/procedures of partner banks and other institutions that will be providing funding for the SLP, to access the relevant funds. The UniFAST Board shall administer / implement the SLP through partner banks and similar entities / institutions. The UniFAST Board shall develop the criteria, procedures, and determine institutions among the HEIs, TVIs, and banks as partners in implementing the SLP. The amounts necessary to carry out the provisions for the SLP shall be included in the annual GAA appropriated under the CHED and TESDA.
All Filipino students enrolling in postsecondary programs are eligible to avail of the SLP services, provided, that the students: (a) qualify under the existing admission and retention standards of the University, (b) who availed of the loan during their post-secondary TVET or undergraduate studies may still avail of another cycle of student loan for their pursuit of their continuing studies including medicine and law, after they have fully paid the previously availed loans; (c) who have not availed of the loan program during their postsecondary TVET or undergraduate studies may avail for it to pursue their continuing studies including medicine and law; (d) who did not avail of the loan program during their post-secondary TVET or undergraduate studies may avail of the loan program for the review expenses for licensure examinations administered by the Professional Regulation Commission (PRC); (e) secured a Tax Identification Number from the Bureau of Internal Revenue; (f) secured a Social Security System Number from the SSS; (g) have undergone financial counseling programs to be provided by the SLP partner; and (h) have a designated guarantor (parent or guardian), if the student is availing of short-term loans.
Eligible student-borrowers shall receive loan amounts approved by the SLP partner, subject to SLP guidelines and policies of the SLP partner, in the case of short-term loans, or subject to SLP guidelines and policies to be formulated by the UniFAST Board, in the case of long-term loans. Loan proceeds intended to pay for tuition and other school fees and for services directly provided by the HEIs and TVIs shall be directly paid to these institutions. Remaining loan proceeds shall be paid directly to the student-borrower in reasonable intervals. All student-borrowers shall be subject to financial counseling programs and other support programs, as deemed necessary for the students. Repayment of the long-term loan amount will commence once the beneficiary secures any gainful employment with compensation, remuneration, or earnings that reach the Compulsory Repayment Threshold (CRT), which shall be set and periodically reviewed by the UniFAST Board.

2. carry the normal academic load and finish within the duration of the course or curricular program enrolled in
3. transfer only to duly authorized HEIs or shift to in recognized priority programs upon written approval of CHEDRO
4. must only avail of one government funded financial assistance b program, hence, the applicant shall opt-out from the Free Higher Education program
