Legal Basis and Historical Background
The UEP-CVM was established in 1961 to offer Doctor of Veterinary Medicine through Resolution no. 3 s. 1961 by the Board of Trustees of the Samar Institute of Technology during its 19th meeting on July 1, 1961. The college is historic being the second oldest college to offer a complete six-year Doctor in the Philippines next to the University of the Philippines with 12 pioneering students whose first college head was Dr. Luis B. Caday, a U.P. Diliman graduate who was designated veterinarian during that time. On November 14, 2001, another curricular program of CVM, the Bachelor of Science in Meat Technology, was offered through Resolution No. 25, s. 2001 by the UEP Board of Regents during its 189th regular meeting.

To develop the learners into well-rounded persons imbued with an enlightened sense of nationalism and a strong commitment to service, globally relevant, honest, hardworking, competent, efficient and effective accelerators of progress.
Goal
The acquisition of relevant knowledge, skills and competencies of responsible veterinary medicine professionals
Objectives
To produce graduates who are competent in veterinary medicine and meat technology.
To mold learners into effective partners of the local, national and international communities thus enhancing the economy through animal health, research, meat enterprise, production and extension services.
To generate professionals who are sensitized to public health and safety.
DVM Program
The DVM program (SIT-BOT Res. 3 s. 1961) is an enriched program that satisfy the Accrediting Agency for Chartered Colleges and Universities of the Philippines (AACUP), The Commission on Higher Education (CHED- TPAE-EVE) and the Professional Regulation Commission (PRC) standards. Majority of its graduates are gainfully employed here and abroad serving as academicians, small and large animal practitioners, poultry practitioners, veterinarians in government and allied agencies, researchers, drug company men entrepreneurs of various animal projects, veterinary clinic, meat inspectors, extension specialist and many other veterinary related fields.
BSMT Program
The Bachelor of Science in Meat Technology was offered starting school year 2002-2003 through the Resolution no. 25, s. 2001 by the UEP Board of Regents during its 189th meeting on November 14, 2001 (UEP-BOR Res. 25, s. 2001). This curricular program is expected to cater the needs for professional meat inspectors, meat processors for the National Meat Inspection Services, local government units and private meat industries. The first batch and succeedingbatch of graduates of said program are now entrepreneurs; some are gainly employed in private companies and the government.
